大学生村官毛天宇被派往毛家沟落实搬迁安置工作。然而，一心为国家基层建设投注满腔热血的他，在推进搬迁工作的第一天，就撞见了一个极其难缠的对象——毛冬，毛家沟的刺头。 毛冬，作为土生土长的毛家沟人，是村里典型的留守青年代表。父母在他幼年时外出务工，十多年来鲜少回家，导致毛冬缺少家庭管教。虽然生活在底层，但他却有着一份十分文艺的梦想，成为市戏剧团的秦腔演员。几天前，怀揣着梦想的毛冬，进城闯荡，没想到却错过报名时间。受挫的毛冬对城市产生恐惧，阻挠搬迁却被毛天宇一一化解。最终，毛天宇帮毛冬解开心结， 顺利落实搬迁工作，并得出基层工作要落到实处的感悟。
